توقع الكثيرين توابع لزلزال ثورة تونس ومصر في العديد من أنظمة الحكم العربية وقد رأينا التطور السريع وخروج براكين الغضب في مصر والإطاحة بالنظام السابق ونرى الآن العديد من الدول في قلب البركان ومنها ليبيا واليمن وسوريا ، ولكن القليل فقط من كان يتوقع أن ينتقل توابع الزلزال العربي إلى إسرائيل ثم إلى بريطانيا .
والآن الحديث المنطقي الذي يفرض نفسه هو :
- إلى أين سوف تتجه رياح التغيير الربيعي لزلزال الربيع العربي ؟
- وهل يتوقع أن نجد ثورات عديدة أخرى في العالم الغربي المتقدم صناعيا ؟
- وما هي الأسباب المؤدية لهذه الزلازل البركانية الثورية في تلك البلدان المختلفة على اختلاف أنظمتها ؟
- وما هو الطريق إلى بر الأمان والخروج من المأزق ؟
وباختصار شديد يمكن القول أن رياح ثورات الربيع العربي ليست حكرا على العرب وحدهم وإنما سوف تنتقل عبر بلدان كثيرة ومنها الدول المتقدمة في أوربا وأمريكا وغيرها .
والسبب أن الأسباب الجوهرية واحدة وان اختلفت نسبتها ومقدارها في غالبية دول العالم في الوقت الراهن .
الأسباب الاقتصادية والاجتماعية المؤدية لربيع الثورات العربية والغربية :
" تمثلت باختصار فى سيطرة النظام الاقتصادي الرأسمالي الحر – الإقطاعي - الذي يغيب فيه دور الدولة فى تحقيق العدالة الاجتماعية والاقتصادية وتكون غير قادرة على تنظيم السوق وحوكمته - فيعم الظلم ويسيطر رجال الأعمال على الحكم إما بالتزاوج بين المال والسلطة او بالدمج بينهم حيث يستولى رجال الأعمال على مناصب السلطة التنفيذية في الوزارات وعضوية البرلمانات والسيطرة على الأعلام او يمتهن الساسة التجارة والأعمال او حتى العمولات والمشاركات التى تتمثل فى رشاوى السماح بالأعمال وتفصيل القرارات والتراخيص والتعاقدات ، بل والتشريعات"
ذلك انه بعد بعد سقوط النظم الاشتراكية وسيادة وانفراد النظام الرأسمالي الحر بقيادة أمريكا – وتلك الحرية الاقتصادية الرأسمالية التي تميزت بغياب دور الدولة عن تنظيم السوق وتحقيق العدالة الاجتماعية وسيطرة رجال الأعمال على التحكم في الأسواق وإدارة المرافق العامة والخدمات الأساسية والسعي الى جنى إرباح طائلة من خلال الممارسات الاحتكارية الوطنية والدولية ومن خلال التواطؤ السياسي بمنع فتح الأسواق الا لمنتجات من شركات معينة دون غيرها ودون تنافسية حقيقة و دون حدا اعلي للربحية ودون مراعاة البعد الاجتماعي والطبقات الفقيرة والمهشمة ، مع درجات الثراء الاستفزازي للقيادات والسياسيين والتفاوت الكبير المذهل في الأجور والدخل
هو فى الواقع عودة الى النظام الاقطاعى بكل ما فيه من مساوئ ، فنجد على سبيل المثال شركات أدوية تحتكر صناعات دوائية تبيعها بأسعار باهظة تبلغ فيها نسبة إرباحها مئات إضعاف ثمن تكلفتها تحت غطاء قانوني يجيز لها ذلك بموجب ما يسمى بقانون حقوق الملكية الفكرية وبراءات الاختراع رغم ان تلك الأمراض يموت بسببها الملايين في كل إنحاء العالم العربي والغربي النامي والمتقدم لعدم استطاعة المرضى شراء الدواء من ناحية ولعدم قدرة الدولة على توفيره ودعمه من ناحية ثانية ولعدم استخدام الدولة سلطتها التنظيمية فى تحديد هامش ربح معقول من ناحية ثالثة او لعدم استخدام سلطة الدولة فى تأميم المشروع او نزع الملكية للمصلحة العامة ودفع تعويض عادل أو لتزاوج المصالح بين رجال الأعمال والسياسيين أو ممارسة العمل العام من قبل رجال الأعمال أنفسهم رغم تعارض المصالح .
وأمثلة أخرى كثيرة ومنها شركات السلاح الخاصة وعمولات السلاح التي يتحصلها السياسيين لعمل القلاقل والأزمات وإدارة المرافق العامة بكافة إشكالها من قبل القطاع الخاص مع عدم تدخل الدولة لتنظيمه وحوكمته وعدم وضع حدا اعلي لهامش الربح مع مساس تلك المرافق بالاحتياجات الأساسية واليومية للمواطنين كالخدمات التعليمية والصحية والنقل ، حتى السجون تم خصخصتها في كثير من الدول .وليس الاعتراض على الخصخصة في ذاتها ان كانت بالمعايير العلمية الموضوعية وليست اهداءات لأموال الدول لبعض المقربين للسياسيين أو للسياسيين أنفسهم او تركها بدون حوكمة ومساءلة .
ومن عوامل الثورات أيضا ، تفشى الظلم الاجتماعي المتمثل في الاستيلاء الطبقي على الوظائف الهامة مثل الشرطة والسلك الدبلوماسي والقضائي دون اعتبار الكفاءة العلمية والمهنية والاعتماد على توريث الوظائف او المحسوبية والرشوة ...الخ .. ومما يؤسف له فى مصر في ظل النظام السابق تفشى ذلك بصورة أصبحت لا تطاق حتى ممن استطاع ان يحصل على مثل هذه الوظائف لان منهم من هو كفء بالفعل ولكنه لم يستطيع ان يحصل على الوظيفة الا بالواسطة او الرشوة وإعطاء الهدايا الثمينة لمتخذ القرار وهو ما يترك فى نفوس الكثيرين الإحساس بالمهانة والازلال الاجتماعي وكأن ما يحصل عليه مجرد إحسان طبقي من الطبقة الحاكمة . وأصبحت أجهزة ومؤسسات بالكامل تشهد تدنى فاضح في الأداء لانتشار المحسوبية والتوريث الوظيفي فيها وتفضيل أهل الثقة والشللية عن الكفاءة والجدارة الوظيفية ومن ذلك على سبيل المثال الشرطة والصحافة والإعلام والإذاعة والتليفزيون والأجهزة الرقابية كالمحاسبات وغير ذلك كثير ، حتى الجهاز القضائي لم يسلم من فساد النظام السابق فتم تعيين أبناء المستشارين بدرجة تخلف ومقبول وتم تخطى من هم بدرجة امتياز واوئل الدفع .
كل ذلك شكل بركان فى صدور الجميع ، حتى من ورث الوظيفة او حصل عليها بالواسطة او اى طريق لأنه ربما كان يحلم ان يحصل على غيرها لحبه وتفوقه فى مجال أخر ولكن ليس له واسطة فيها فكانت أنظمة قاتلة للإبداع والرؤية والأحلام المشروعة لكل شباب الجيل الذي نشأ فى أحضان النظام السابق .
ولا شك ان كافة الثورات التي قامت والآتية في كافة البلدان حتى العالم المتقدم تشترك فى ذات الأسباب بدرجات متفاوتة ، مؤشرات البطالة في إسرائيل وانجلترا وأمريكا وغيرها ، كبيرة جدا والحصول الطبقي على الوظائف يميز الكثير من الأنظمة ففي إسرائيل يسيطر جنرالات الحرب وتجار السلاح على شئون الحكم وتغيب كفة العدالة الاجتماعية وتوزيع الثروات عن عامة الناس ويستأثر الجنرالات والساسة ورجال الأعمال بها وهو ما يميز النظام الامريكى أيضا فالبيض يحصلون على مزايا اعلي من السود وداخل كل فئة هناك نظام طبقي أخر حتى الأحكام القضائية الجنائية ضد السود تتميز بالقسوة فيحكم القضاة بالحد الأقصى للعقوبة والحد الأدنى للبيض ومن يشغل منصب عام يخضع لنفوذ غير عادى من رجال الأعمال الذين يسيطرون على صناعة القرارات العامة ونتساءل ببساطه مثلا لماذا الدعم الحكومي الامريكى لممارسات إسرائيل المخالفة لكل القوانين والأعراف الدولية ؟ في تقديري لان معظم رجال الأعمال المالكين لصناعة السلاح في أمريكا من اليهود وليس هناك أفضل من إسرائيل لتحقيق قلاقل إثارة الحروب وبالتالي شراء السلاح من المنطقة العربية الثرية بأموال البترول . فالموضوع لا تتعلق بالدين وإنما بالأموال والثروات ولان المنطقة العربية لم تصل لدرجة النضج السياسي الاوربى او الياباني او نضج التحالف والوحدة ، فتقع دائما فريسة الابتزاز والوقيعة بينها البعض كما رأينا في حرب العراق إيران ثم العراق الكويت – وحينما ظهر البترول فى السودان أصبحت القلاقل بين السودان - السودان وهكذا .
ان مما يخشى منه ان لم تكن الدول والحكومات بالوعي الكافي للأخذ بزمام المبادرات التنموية وتحقيق العدالة الاقتصادية والاجتماعية بين إفراد الشعوب ، لسوف يحصد العالم قلاقل كثيرة تعصف بالأثرياء قبل الفقراء كما هو حادث الآن في بريطانيا من أعمال عنف وسرقة من الطبقات الفقيرة للأغنياء والأثرياء وربما وصل الأمر كما نشاهد أعمال عنف لمجرد الانتقام، لان هؤلاء الفقراء ليس لديهم ما يخافون عليه ، ولذلك فأنه في تقديري إذا إرادات دولة ما ان تنجو كحكومة وشعب من براكين زلازل ثورات الشعوب ان يتم تغيير جذري في السياسات الاقتصادية ويتم تغير دور الدولة من النظام الرأسمالي الحر الاقطاعى الاحتكاري الى النظام الاقتصادي الرأسمالي الاجتماعي ، الذي يراعى فيه تحقيق العدالة الاجتماعية ودور فاعل للدولة في الشفافية في إدارة الشئون العامة والإفصاح المالي للذمة المالية للسياسيين والقيادات والإفصاح عن الربح للشركات وتقنين الحد الأعلى للربح في السلع والخدمات المرفقية الأساسية والمساءلة وحوكمة الشركات وحد ادني واعلي للأجور وملحقاتها .....الخ .
الأسباب السياسية المؤدية لربيع الثورات العربية والغربية :
هناك العديد من الأسباب التي يمكن ذكرها سواء في العالم العربي او الغربي ومن ذلك الفساد السياسي ، وعدم جدارة من يشغلون الوظائف السياسية او القيادية ومحاولات توريث السلطة فى ثقافات شعبية تأبى هذا التوريث وعدم تداول السلطة وشغل المناصب القيادية والسياسية وفق نظام الشللية والأقرباء والمحسوبية وأهل الثقة ومركزية الحكم وعدم التمكين الشعبي من المشاركة الحقيقة فى صناعة واتخاذ القرارات . ويكفينا ان نضرب أمثله من السياق المصري حيث كان يستولى العسكريين على كثير من حقائب المحافظين لمجرد ان يضمن النظام السياسي ولاء القادة العسكريين له ونسى ان الجيش المصري يتكون أساسا من كل الأسر المصرية فقراءها وأغنياءها وبالتالي فان الجيش يمثل نبض الشعب ونبض الشارع ولن يمثل أبدا الحاكم مهما كانت عطايا وهبات وظائف المحافظين وغيرها.
فضلا عن ذلك فأن المحافظين ورؤساء المدن والقرى والأحياء لا يتمتعون بأي سلطات حقيقة وفقا لقانون الإدارة المحلية وإنما كافة السلطات والأموال في يد الحكومة المركزية من الوزراء ، حتى هؤلاء الوزراء هم مجرد سكرتارية عند رئيس الجمهورية وفقا للقوانين السارية التي تعطى للرئيس صلاحيات واسعة ومطلقة فى كافة المجالات ، فجميع المسئولين " السكرتارية " يقول بناء على توجيهات الرجل الوحيد الذي بيفهم " طبعا معروف؟؟"وليس بناء على خطة الوزارة أو المجالس المؤسسية " لأنها طبعا أشياء غير موجودة " وإذا وجدت طبقا للقانون فهي شكلية لأنها كلها بالتعيين ممن يقبل الايدى الحاكمة.
ولو كان النظام السابق يتمتع بأي ذكاء سياسي لقاد مصر نحو ازدهار حقيقى وافرغ طاقات الشعب وشبابه البائس في مشاركة سياسية حقيقية في إدارة الشئون العامة ، بسن تشريعات تقوم على أساس الحكم المحلى الحقيقى واللامركزية المجتمعية فيكون منصب المحافظ بالانتخاب ويعطى المجلس الشعبي للمحافظة سلطات حقيقية فى التشريع والمالية وإدارة الشئون المحلية للمحافظة مع عدم جواز الجمع بين وظيفة الوحدة المحلية وعضوية المجلس الشعبي المنتخب وتوزيع الميزانية حسب عدد السكان بالمحافظات والناتج القومي لكل محافظة وإعادة رسم حدود المحافظات لتمتد من البحر الأحمر شرقا الى ليبيا غربا وهكذا تمكين كل جهة من إدارة شئون قطاعها وفق معايير علمية موضوعية.
أن عدم التمكين السياسي لإفراد المجتمع يثير غضب داخلي لاحساهم بفقدان الأمل فى إفراغ الطاقات وتحسين الأداء وقتل الطموح القيادي لكل الشباب الصاعدين مهما كانت قدراتهم وجدارتهم فمنهم من يقرر الهجرة او السفر ومن لم يستطيع يظل بركانه في صدره .
ولا شك أن ذات العوامل السياسية فى كثير من البلدان حتى المتقدمة حيث لا يستطيع أن يتقدم للوظائف الرئيسية الا ذوى النفوذ المالي او السياسي . وهو ما يشكل إزاحة للأخريين غير مبنية على الكفاءة والجدارة .
نسأل الله تعالى أن ينير الطريق للدول الإسلامية والعربية لتحقيق الرخاء الاقتصادي الاجتماعي والعدالة الاجتماعية والسياسية . بما يحقق للجميع التنمية والرفاهة لكسب حياة كريمة بكرامة فى الدنيا ونيل الجنة فى الآخرة .كم نسأل الله أن ينير قلوب البشر جميعا بالحق والعدل حتى العالم الغربي لان المسلم الحقيقى لا يكره أحدا ولا يعتدي على احد الا للدفاع الشرعي عن حقوقه.
