تقرير المجتمعات العمرانية: تخصيص عشرات الفيلات للكبار.. ومبارك أهدر44 مليون جنيه في أراضي لحاكم الإمارات كشف تقرير لمراقبي الحسابات بهيئة المجتمعات العمرانية صادر في 7 ديسمبر 2011 عن تورط الرئيس الفيلات والأراضي بالأمر المباشر بأقل من ثمنها الحقيقي. ويحمل التقرير رقم 755 وتم تعميمه علي كافه أعضاء مجلس أداره الهيئة بعد مراجعه نائب رئيس الهيئة لقطاع الشئون المالية والإدارية. ورصد التقرير تخصيص فيلات وشاليهات بالأمر المباشر من وزير الإسكان لكبار المسئولين وبالمخالفة للمادة 30 من القانون 89 لسنه 1998 والتي أوجبت البيع والتأجير للعقارات بالمزايدة، مشيرا إلى حصول زكريا عزمي على فيلا رقم 20 بالجوهرة بمارينا بأقل من ثمنها بـ85 ألف جنيه وبيعت له 75 ألف جنيه فقط, وحصل وليد هتلر طنطاوي نجل هتلر طنطاوي نائب رئيس مجلس الدولة السابق على فيلا بنفس المنطقة بأقل من سعرها بـ70 ألف جنيه. كما كشف التقرير عن تخصيص 3 فيلات لأبناء فتحي سرور طارق وهناء وحنان بنفس المنطقة بمبلغ 310 ألف جنيه ، وتخصيص 3 فيلات لشيرين ومي وأميره أحمد شفيق أنجال رئيس الوزراء الأسبق أحمد شفيق بنفس المنطقة بمبلغ 175ألف جنيه، وحصول فاروق العقدة محافظ البنك المركزي علي فيلا بالجوهرة بمبلغ 200 ألف جنيه ، وأوضح التقرير أن هناك تفاوت في الأسعار وتناقض في أرقام البيع في نفس المنطقة. ورصد التقرير تخصيص فيلا أخرى لأولاد أحمد شفيق شيرين ومي وأميره بالمتميز رقم 6 منطقه 22 بمخالفه قدرها 58 ألفا و512 جنيها، وحصل أبناء عمر سليمان “رانيا وعبير ومحمود” علي فيلا 34 متميز رقم 6 منطقه 22 بمخالفه قيمه البيع قدرها 132ألفا و600 جنيه، وحصل شريف حبيب العادلي النجل القاصر لوزير الداخلية الأسبق على فيلا 161 جوهره منطقه 15 بمخالفه بلغت 345 ألفا و500 جنيه ، ،وحصل مرتضي منصور علي فيلا 13 متميز منطقه 22 بقيم مخالفه بـ47 ألفا و973 جنيها, وحسن حميدة محافظ المنيا السابق علي فيلا بالجوهرة بأقل من قيمتها بـ62 ألفا و573 جنيها. ورصد التقرير مخالفات حول تخصيص عدد من الفيلات لكبار العاملين بهيئة المجتمعات العمرانية ومنحهم تيسيرات وتخفيض في أسعار البيع دون وجه حق وبتخفيض قدره 58 ألف جنيه لكل من نيلي كامل برسوم نائب رئيس مجلس إدارة الهيئة، ومحمد فاروق محمد علي السنباطي رئيس مجلس إدارة شركه مراقيا، ومحمود كامل السرنجاوي وكيل أول وزاره بهيئة المجتمعات العمرانية الجديدة، ومحمد عصام توفيق أحد كبار العاملين بالهيئة, وجميعهم حصلوا على فيلات بالسوسن منطقه 9 مارينا. وكشف التقرير عن استغلال وزير الإسكان الأسبق محمد إبراهيم سليمان لمنصبه وقيامه بمنح 3 فيلات متميزة بأسماء أبنائه دينا وجودي القاصر وشريف ، بخلاف تخصيص عدد 2 شاليه أخري لبعض أقاربه، وتخصيص فيلا ثانية لنجله بسعر أقل من سعرها الحقيقي بـ 175ألف جنيه. واعتبر التقرير أن حبيب العادلي وزير الداخلية الأسبق استغل منصبه من خلال تخصيص 4 فيلات لأبنائه القصر بالمخالفة لقواعد وإجراءات الحجز ، وكذلك استغلال رئيس الوزراء الأسبق عاطف عبيد لمنصبه حيث قام بتقسيم الفيلا المخصصة له نموذج الجوهرة منطقه 24 لعدد 3 فيلات أرقام 50 أ ،50ب ،50 ج وتم بتاريخ 21\3\2001 وتحرر ثلاث عقود ابتدائية لأبنائه وليد ونورا وزوجته نجد محمد خميس وتبلغ مساحات الفيلات 161 مترا مربعا ، و118 مترا مربعا ، جنيها فيلا 50 ج ،كما تبين عدم قيام جهاز القرى السياحية بمحاسبه المذكورين عن المساحات الإضافية المخصصة بزيادة نحو 84مترا يستحق عنها 289 ألف جنيه ، كما كشف التقرير عن تخصيص فيلا 13 بمراقيا لعاطف عبيد عندما كان وزير قطاع أعمال. وأشار التقرير إلي تخصيص عدد 4 فيلات لمحمد أبو العنين رئيس لجنه الإسكان بمجلس الشعب سابقا بخلاف تنازله عن 2 فيلا آخرين لأختيه فيروز وعائشة وتنازلات أخري لعدد 2 فيلا من شركه سيراميكا كيلوبترا لعائشة أبو العنين وهو ما يخالف أحكام اللائحة العقارية التي منحت حق الانتفاع بوحدة شاطئيه بهيئة المجتمعات العمرانية للعميل وزوجته وأولاده القصر. وأشار التقرير إلي حصول هايدي محمد مجدي حسين راسخ زوجه علاء مبارك نجل المخلوع علي قطعتين أرض 4،5 بمساحه ألف متر بالمنطقة 22 بمارينا بموافقة محمد إبراهيم سليمان وزير الإسكان بالأمر المباشر بغرض إقامة 2 فيلا وقيمه الأرض مليون جنيه ، ولم يتبين إن كانت العميلة قد سددت المبلغ بالإضافة إلى إخلال المتعاقدة بكافه البنود الواردة بالعقد وما ترتب علي عدم صحة إجراءات البيع ولم يستدل علي بناء الفيلتين لعدم وجود استخراج التراخيص اللازمة للبناء وسداد الرسوم ومتابعه اعمال البناء. وكشف التقرير عن تخصيص أراضي لشركات داماك ورؤية، والتي جمدت 829 مليون جنيه مستحقات لديها، وعدم اتخاذ الإجراءات القانونية ضد تقاعس شركه دلمار بسبب عدم سداد أقساط مستحقه من
