عد مبارك .. كشف المستور حول ثروة القذافي وأبنائه التسعة

يبدو أن وسائل الإعلام البريطانية باتت كلمة السر في كشف المستور حول الأرصدة المالية للزعماء العرب ، حيث أنه لم تكد تمر أسابيع على مفاجأة "الجارديان" حول امتلاك الرئيس المصري السابق حسني مبارك وعائلته ثروة تقدر بحوالي 40 إلى 70 ميار دولار ، إلا وخرجت "الفايننشال تايمز" بقنبلة مماثلة حول القذافي وأبنائه .

ووفقا لتقرير أوردته الصحيفة البريطانية في 23 فبراير ، فإن القذافي وأفراد أسرته يخفون مليارات الدولارات التي نهبوها من عائدات تصدير النفط في حسابات سرية خاصة في دبي وجنوب شرقي آسيا.

ونقلت "الفايننشال تايمز" عن البروفيسور تيم نيبلوك المتخصص في سياسات الشرق الأوسط بجامعة إكستر البريطانية القول في هذا الصدد إنه اكتشف فجوة بمليارات الدولارات بين العائدات النفطية وبين الإنفاق الحكومي في ليبيا ، موضحا أنه يعتقد أن تلك الأموال المفقودة هي التي ساهمت بشكل كبير في تشكيل ثروة القذافي وأبنائه التسعة.

وأضاف أنه من الصعب التحقق من قيمة الأموال التي قام نظام القذافي بتهريبها حيث أنه كان يحرص على إخفائها بطرق مختلفة وفي أماكن شتى, لكنه أكد أنه يمكن تقديرها بعدة مليارات من الدولارات على الأقل.

وتابع البروفيسور تيم نيبلوك أن القسم الأكبر من تلك الثروة تتوزع بين حسابات بنكية وأصول سائلة في مصارف بدبي بالإمارات العربية المتحدة وفي دول خليجية أخرى وكذلك في دول بجنوب شرقي آسيا.

وأشار إلى أن القذافي لم يكتف فقط بنهب مليارات الدولارات من عائدات النفط ووضعها في حسابات سرية وإنما أنفق أيضا في السنوات الماضية مليارات أخرى لدعم أنظمة إفريقية صديقة لنظامه مثل نظام رئيس زيمبابوي روبرت موجابي.

وفجر المحلل البريطاني في هذا الصدد مفاجأة مفادها أن القذافي أغدق في تسعينيات القرن الماضي أموالا على قبيلة الزغاوة في إقليم دارفور السوداني , مرجحا أن يكون أفراد من هذه القبيلة بين المرتزقة الذين يعتمد عليهم القذافي هذه الأيام لترويع الليبيين وتقتيلهم.

ولم يقف الأمر عند ما سبق ، فقد أوضح نيبلوك أيضا أن آل القذافي فضلوا وضع الأموال المنهوبة في مصارف دول لا تتوفر فيها شروط الشفافية بدلا من دول تطبق قدرا أكبر من الشفافية مثل بريطانيا حيث هناك استثمارات ليبية في العقارات وفي شركات مثل "بيرسون غروب" التي تملك صحيفة "فايننشال تايمز" ، قائلا :" في 2009 اشترى سيف الإسلام القذافي مجمعا عقاريا يضم إقامات فاخرة في هامبستيد شمال لندن بقيمة 16 مليون دولار".

وبجانب ما ذكره نيبلوك ، نقلت الصحيفة البريطانية عن آلستر نيوتن كبير المحللين في بنك نومورا الياباني قوله أيضا إنه لن يتفاجأ إذا اكتشف أن ثروة آل القذافي بمليارات الدولارات.

بل إنه بالإضافة إلى الاستثمارات الخاصة بعائلة القذافي والدائرة الضيقة المحيطة به , كشفت الصحيفة البريطانية أيضا عن تقديرات أشارت إلى أن مجموع الاستثمارات الليبية في الخارج يصل إلى مائة مليار دولار ، موضحة أن الاستثمارات الخارجية تتم من خلال هيئة الاستثمار الليبية وهي صندوق ثروة سيادي أنشيء في 2006 ويعتقد أن أصوله تصل إلى 113 مليار دولار.

كما أشارت "الفايننشال تايمز" إلى استثمارات ليبية كبيرة في إيطاليا وتحدثت عن العلاقة الحميمة بين القذافي ورئيس الوزراء الإيطالي سيلفيو بيرلسكوني التي جعلت ليبيا تضخ أموالا كبيرة في الاقتصاد الإيطالي.

واللافت للانتباه أن الصحيفة البريطانية لم تكتف بما سبق ، بل إنها نشرت أيضا برقيات دبلوماسية أمريكية سرية حصل عليها موقع "ويكيليكس" وأوضحت أن الزعيم الليبي معمر القذافي أقام امبراطورية مالية ضخمة هي مصدر خلافات جدية بين أبنائه.

ووفقا للبرقيات التي حملت عنوان "مجموعة القذافي" ، يؤكد دبلوماسيون أمريكيون أن القذافي وأسرته يملكون مساهمات هامة في قطاعات النفط والغاز والاتصالات والبنية التحتية للتنمية والفنادق والإعلام وتجارة التوزيع.

وفي مذكرة مؤرخة في أيار/ مايو 2006 ، يوضح دبلوماسيون أمريكيون أن أبناء القذافي يحصلون على عوائد منتظمة من الشركة الوطنية للنفط التي تبلغ قيمة صادراتها السنوية عشرات مليارات الدولارات ، موضحين أن سيف الاسلام القذافي نجل الزعيم الليبي ينشط في صناعة النفط عبر فرع لمجموعته "وان ناين".

بل واستثمر معمر القذافي بنفسه في 2009 ما قيمته 21,9 مليون دولار في مجمع فندقي في مدينة لاكويلا الايطالية التي شهدت زلزالا مدمرا في 2009 ، وفقا للوثيقة السابقة .

كما أشارت برقية دبلوماسية أخرى مؤرخة في آذار/ مارس 2009 إلى "صراعات داخلية" بين أبناء القذافي يمكن "أن توفر ما يكفي من الإثارة والصخب لإنجاز "مسلسل مليودرامي ليبي".

وقال الدبلوماسيون الأمريكيون - بحسب الوثيقة - إن التوتر زاد بين أفراد العائلة خصوصا مع التركيز على إظهار سيف الإسلام في مقدمة الساحة السياسية الليبية.

ورغم أنه كانت هناك شكوكا واسعة حول فساد واسع في محيط القذافي ، إلا أن "الفايننشال تايمز" قدمت ما يشبه الأدلة الموثقة في هذا الصدد وهو الأمر الذي من شأنه أن يعطي دفعة إضافية للشعب الليبي للإسراع بالتخلص من هذا النظام الذي حكمه طيلة 40 عاما وتسبب في الحيلولة أن تصبح بلاده في طليعة الدول المقدمة .

ولعل ما يضاعف من التفاؤل في هذا الصدد أن تقرير "الجارديان" حول ثروة مبارك وعائلته زاد من اصرار ثورة شباب 25 يناير على إسقاط نظامه .

وفيما مازال القذافي يراهن على دعم القبائل في غربي ليبيا له للاستمرار في السلطة ، إلا أن توالي الكشف عن المجازر التي ارتكبها بحق شعبه بمساعدة المرتزقة من صريبا ودول إفريقية من شأنه أن يؤلب الجميع عليه ، حيث أنه لا يمكن لأي مواطن ليبي شريف أن يقبل بقتل أخيه على يد أجنبي حتى وإن كان مختلفا معه .

ولعل إصدار التحالف الدولي لملاحقة مجرمي الحرب قائمة بأسماء مسئولين ليبيين يعتبرهم متورطين بالجرائم التي ترتكب في ليبيا قد يضاعف من تصميم الليبيين على الإسراع بالتخلص من نظام القذافي حتى وإن حاول إخفاء جثث الشهداء وحرقها وواصل دعايته المسمومة حول أن جهات خارجية تقف وراء المحتجين .

وتضم القائمة التي نشرتها قناة "الجزيرة" صباح الخميس الموافق 24 فبراير 23 اسما ليبيا مقسمين بين مجموعتين، الأولى تشمل مسئولين مباشرين عن جرائم الحرب في ليبيا، والثانية تشمل ضباطا مسئولين عن تجنيد المرتزقة في إفريقيا.

وبالنسبة للمجموعة الأولى ، فإنها تضم 11 اسما يتصدرهم القذافي وزوجته صفية فركاش وأبناؤه التسعة "سيف الإسلام، والساعدي، وهنيبال، والمعتصم، وخميس، وعائشة، وسيف العرب، وحميد حميدة، ومحمد".

أما المجموعة الثانية فتضم 12 اسما هم: سعد الأصفر، والسنوسي الوزرى، وعبد الرحمن العبار، وعلي الشاعري، وعلي الافي، وسليم أحموده، وبوزيد الجبو، وعمران سالم الورفلي، وعلي اهويدي، ومحمود الخفيفي، وناصر الحسوني، ويوسف شاكير.

وبجانب القائمة السابقة ، فإن هناك أمرا آخر يبعث على التفاؤل ألا وهو أن البعض كان يتعاطف مع سيف الإسلام الذي كان يقدم نفسه كإصلاحي قبل تفجر الثورة ، إلا أنه ظهرت حقيقته الآن بعد أن خير الشعب الليبي بين الحوار أو القتال وهو الأمر الذي أكد لكثيرين في ليبيا أنه كانت هناك مؤامرة محبوكة لتوريث الحكم في البلاد بين أبناء القذافي بعكس ما كان يزعمه سيف الإسلام ليل نهار حول السعي لإدخال إصلاحات سياسية .

آل قذافي



ولعل إلقاء نظرة على القذافي وعائلته والنظام الذي أقامه في ليبيا منذ 40 عاما يؤكد تماما زيف ادعاءاته حول أن السلطة بيد الشعب بل إنه كان وجها آخر للملكية ولكن بطريقة "الكتاب الأخضر ".

فمعروف أن القذافي وصل للسلطة في النصف الثاني من القرن العشرين بعد الصحوة القومية وجلاء الاستعمار الغربي عن العالم العربي بشكل عام.

وجاء إلى السلطة في ليبيا عام 1969 في انقلاب أبيض قام به من كانوا يعرفون بالضباط الأحرار الذين أنهوا الملكية وأطاحوا بالملك إدريس السنوسي ، وسمي الضباط الليبيون حركتهم بالضباط الأحرار تيمنا بحركة الضباط الأحرار المصرية التي أطاحت هي الأخرى بالملكية في مصر عام 1952 بقيادة محمد نجيب وجمال عبد الناصر.

وخلال 42 عاما من حكم ليبيا ، كانت عائلة القذافي نشطة في الساحة السياسية واتخذ أفرادها مسارات ونشاطات متعددة كل بما يتلاءم وتوجهاته حتى صار لدى الليبيين والمراقبين بشكل عام قناعة بأن القذافي يهيئ ابنه سيف الإسلام لخلافته حيث أنه الأنشط في المجال السياسي.


وحسب برقيات السفارة الأمريكية في ليبيا التي سربها موقع "ويكيليكس " ، فإن القذافي الذي يبلغ من العمر 68 عاما "شخصية زئبقية وغريب الأطوار، يحب رقص الفلامنكو الإسباني وسباق الخيل، يعمل ما بدا له ويزعج الأصدقاء والأعداء على حد سواء".

وجاء في برقية صادرة من سفير الولايات المتحدة في طرابلس جين كريتز في عام 2009 " القذافي يصاب بنوبة من الخوف اللاإرادي من المرتفعات لذلك فهو يخشى الطوابق العليا من البنايات، كما أنه يفضل عدم الطيران فوق الماء".

صفية

أما بالنسبة لزوجة القذافي الثانية صفية فهي كانت تعمل كممرضة وتتنقل في أرجاء البلاد بطائرة خاصة وينتظرها موكب من سيارات المرسيدس في كل مطار تصل إليه وتتسم تحركاتها بالتكتم وتنحدر من مدينة البيضاء شمال شرقي ليبيا.

محمد

وأبناء القذافي حسب الوثائق هم : محمد والابن البكر من زوجة القذافي الأولى ويرأس اللجنة الأولمبية الليبية التي تملك الآن 40% من شركة المشروبات الليبية وحاليا هي صاحبة امتياز شركة كوكاكولا في ليبيا ، كما يدير لجان البريد العام والاتصالات السلكية واللاسلكية.

سيف الإسلام

ثاني أكبر أبناء القذافي، وينظر إليه طوال السنين الماضية على أنه الزعيم الذي كان يجري تحضيره لخلافة والده وهو مهندس وحائز على شهادة الدكتوراه من كلية العلوم الاقتصادية في لندن ويعتبر وجه النظام في الخارج وكان ينادي بالإصلاح السياسي والاقتصادي ويدعم دور المنظمات غير الحكومية من خلال ترؤسه مؤسسة القذافي الخيرية العالمية.

وقالت برقية للسفارة الأمريكية في طرابلس عن سيف الإسلام "لقد كان دور سيف الإسلام الرفيع المستوى كواجهة دولية للنظام بمثابة نعمة ونقمة عليه ، عزز صورته ولكن العديد من الليبيين ينظرون إليه باعتباره شديد الاعتداد بنفسه وحريصا على استرضاء الأجانب".

وأضافت البرقية أن طريقة حياة سيف الإسلام المتحررة وسط مجتمع عرف عنه التحفظ أسفر عن وجود خلافات بينه وبين إخوانه.

الساعدي

هو ثالث أبناء القذافي ويعرف عنه سوء السلوك وله ماض مضطرب يتضمن اشتباكات مع الشرطة في أوروبا "خصوصا إيطاليا" وتعاطي المخدرات والكحول والاحتفالات المستمرة والسفر إلى الخارج رغم أنف والده.

وهو لاعب كرة قدم محترف سابق "لعب موسما واحدا مع بيروجيا وكان في دوري الدرجة الأولى في إيطاليا ويملك حصة كبيرة في فريق الأهلي أحد أكبر فريقين لكرة القدم في ليبيا وترأس الاتحاد الليبي لكرة القدم" .

والساعدي يحمل شهادة في الهندسة وعمل لفترة وجيزة ضابطا في وحدة للقوات الخاصة ، ولديه قوات خاصة به استخدمها للحصول على امتيازات تجارية ويمتلك شركة إنتاج تليفزيوني ويقال إنه شارك في سحق الاحتجاجات في بنغازي.

معتصم

وهو رابع أبناء القذافي ومستشاره للأمن القومي وكان حتى وقت قريب يتمتع بحظوة كبيرة وفي عام 2008 طلب مبلغ 1.2 مليار دولار لإنشاء وحدة عسكرية أو أمنية شبيهة بتلك التي يقودها أخوه الأصغر خميس.

وفقد السيطرة على العديد من مصالحه التجارية الشخصية بين عامي 2001 و2005 عندما استغل إخوته غيابه وفرضوا سطوة شركاتهم الخاصة على البلاد ووصفه السفير الصربي في ليبيا بأنه "لا يتمتع بذكاء حاد" وكان على خلاف مع سيف الإسلام.

هنيبعل

وهو خامس أبناء القذافي ومتقلب وسجله مليء بالمواجهات مع السلطات في أوروبا وأماكن أخرى واعتقل في جنيف على خلفية اتهامات بضرب خدمه مما أدى إلى أزمة دبلوماسية بين ليبيا وسويسرا انتهت بتوقف سويسرا عن ملاحقة هنيبعل بعد تهديدات ليبية بسحب الاستثمارات.

وفي ديسمبر/كانون الأول 2009، استدعى العاملون في فندق كلاريدج بالعاصمة البريطانية لندن الشرطة بعد سماعهم صراخا صادرا من غرفة هنيبعل وقد وجدت امرأة تدعى ألين سكاف " زوجته حاليا " ووجهها مليء بالجروح ولكنها لم تتقدم بشكوى ضده وادعت أن الجروح نتيجة تعثرها وسقوطها على الأرض.

خميس

وهو نجل القذافي السادس وكان يحظى باحترام كقائد وحدة للقوات الخاصة "الكتيبة 32 " أو لواء خميس وهو لواء تم تدريبه في روسيا ويضطلع على نحو فعال بحماية النظام ويتردد على نطاق واسع أنه شارك في قمع المظاهرات في بنغازي ومنع تدفق المحتجين لنصرة أهالي طرابلس كما قام بإعدام عشرات الجنود بعد أن رفضوا إطلاق النار على المتظاهرين .

وهي تضطلع بدور الوسيط في حل الخلافات العائلية وتعمل في مجال المنظمات غير الحكومية ويتذكر الليبيون استقدام المغني العالمي ليونيل ريتشي إلى ليبيا منذ عدة سنوات ليغني في حفل عيد ميلادها.

سيف العرب

وهو أقل أبناء القذافي شهرة ويقال إنه يعيش في ميونيخ بألمانيا حيث يتردد أنه يدير عددا من المصالح غير الواضحة المعالم ويعرف عنه قضاء الكثير من وقته في الحفلات.

ميلاد أو حميد حميدة

هو الابن التاسع للقذافي ولا يعرف عنه سوى أنه ابن شقيقه الذي تبناه .

النظام السياسي

ويبدو أن النظام السياسي الذي ابتعده القذافي ولا يوجد له مثيلا في العالم كان الهدف من الأساسي هو ضمان تغلغل أبنائه في الحياة السياسية والاقتصادية لنقل السلطة لهم بعد وفاته وبالتالي تظل ليبيا تدور في فلك "آل قذافي" .

فالنظام الجماهيري الذي وضعه معمر القذافي في "الكتاب الأخضر" يقوم على ما أطلق عليها سلطة الشعب وحكم الشعب لنفسه بنفسه وفق آليات معقدة ، واستنادا لهذا المنهج فقد تم التخلي عن فكرة التمثيل النيابي واستبدلت بها آلية المؤتمرات الشعبية.

ويتميز نظام الحكم في ليبيا بكونه لا يماثل أي نظام حكم آخر في العالم وهو ما يجعل رمز الحكم في البلاد العقيد معمر القذافي يقدم نفسه بكونه ليس مسئولا عاديا بل زعيم وقائد ثورة وقائد ثورة الجماهير ، ولذا اختار القذافي تسمية بلاده "الجماهيرية العربية الليبية الشعبية الاشتراكية العظمى".

ورفض القذافي فكرة التمثيل النيابي باعتبارها تمثل في نظره حاجزا شرعيا بين الشعب وممارسة السلطة التي تصبح حكرا في يد النواب, معتبرا أن مجرد وجود المجلس النيابي يعني غياب الشعب.

وتحقيق هذا النظام السياسي تطلب إقامة لا مركزية كاملة على مختلف المستويات لتصبح عملية اتخاذ القرار في يد المواطنين أنفسهم من خلال ديمقراطية مباشرة.

لجان ومؤتمرات

وتبعا لذلك, تم تقسيم ليبيا إلى 22 لجنة شعبية المرادفة لكلمة محافظة أو بلدية يترأس كل واحدة منها أمين اللجنة الشعبية في المنطقة، وكل شعبية تنقسم إلى عدة مؤتمرات شعبية أساسية ، ولكل من هذه المؤتمرات لجنة شعبية أو مجلس وزراء محلي ينفذ قرارات المؤتمر على المستوى المحلي.

وتعتبر المؤتمرات الشعبية الأساسية أداة للتشريع, واللجان الشعبية أداة للتنفيذ ومن مجموع أمانات المؤتمرات واللجان الشعبية والروابط والنقابات والاتحادات المهنية يتشكل مؤتمر الشعب العام.

ويصعب تقدير عدد أعضاء مؤتمر الشعب العام الذي يتراوح بين عدة مئات وآلاف في فترات مختلفة ومؤتمر الشعب العام يختار أمانة تتكون من خمسة أعضاء تترأس الجلسات وتوقع على القوانين وتتسلم أوراق اعتماد ممثلي الدول الأجنبية، وتختار السلطة التنفيذية.

ويقول البعض إن المؤتمر العام كان غير فعال لأنه يجتمع أسبوعا كل عام ولا يكون لدى أعضائه معلومات أو مهارات كافية للقيام بواجباتهم وحدث أكثر من مرة أن تراجع المؤتمر عن قرارات اتخذها لاختلافها مع رغبات القذافي.

وفي عام 1977 وبعد إعلان قيام سلطة الشعب ، تغير اسم الوزير إلى أمين ولهذا الأخير نفس صلاحيات الوزير.

وفي عام 2000 ، وأثناء المؤتمر الشعبي العام , أعلن القذافي تغيير جميع الوزارات أو الأمانات بالمصطلح الليبي باستثناء بضع وزارات على المستوى الوطني إلى خلايا مؤقتة من المؤتمرات الشعبية.

ورغم أن الحكم في ليبيا استند للنظرية السياسية الواردة في الكتاب الأخضر والتي تنص أساسا على أن الشعب في الجماهيرية يحكم نفسه دون وصاية وذلك عن طريق المؤتمرات الشعبية ، إلا أن الحقيقة أن القرار كان بيد شخص واحد هو القذافي يعاونه في ذلك أبناؤه وكبار قادة حركة اللجان الثورية التي تأسست لحماية ثورة "الفاتح" التي قام بها القذافي ضد الحكم الملكي .

كلمة السر



بل واللافت للانتباه أن كلمة السر في حماية "النظام الشاذ" السابق كانت النفط والمرتزقة حيث تم استخدام النفط لابتزاز الجميع سواء داخليا أو خارجيا كما تمت الاستعانة بالمرتزقة لقمع المعارضين من جهة ومنع ظهور أية قوة موازية في ليبيا من جهة أخرى ، ولعل هذا ما ظهر بوضوح في تقرير نشرته صحيفة "الإندبندنت" البريطانية في 23 فبراير وعلق خلاله الكاتب بيتر فوهام على الوضع في ليبيا قائلا :" إنه لأمر مروع أن نتذكر كيف كانت العواصم الأوروبية تستقبل جزار طرابلس بالحفاوة والتكريم" ، مشيرا إلى أن ما يحدث في ليبيا حاليا يفسر سبب إقدام القذافي على وقف جهوده المضحكة لبناء سلاح ردع نووي ألا وهو أن زعماء أوروبا كانوا على استعداد لبيع ما تبقى من كرامتهم للحصول على شريحة من كعكة النفط الليبية".

وتابع الكاتب البريطاني " لأكثر من أربعين سنة، دأب القذافي على ضمان استمرار حكمه القائم على القمع الوحشي عن طريق دفع الرشى من أموال النفط لذلك لم يكلف أحد نفسه عناء التحقق مما يحدث في ليبيا ، إما أن تتساهل مع نزوات القذافي التي لا تعد ولا تحصى ومن أبرزها عشيقته الأوكرانية وإصراره على استخدام الجمال والخيام خلال زياراته لأوروبا أو أن تسقط ليبيا من قائمة أصدقائك ، ومن أجل النفط والغاز، حرصنا على كسب رضا القذافي".

واستطرد " حدثت في ليبيا نفس عملية (التفريغ) التي حدثت في مصر في عهد حسني مبارك ولكنها كانت أكثر تدميرا في ليبيا تحت حكم العقيد القذافي لأنه كان يحكم بلدا صحراويا قليل الكثافة السكانية كان يعيش طبقا للتقاليد البدوية حتى وقت قريب ، لم تكن هناك دولة لتشاركه في الحكم".

وأضاف " ادعى العقيد معمر القذافي نقل ليبيا إلى مرحلة ما بعد البداوة في وقت كان يقوم بمجاملة عشيرته ، الحقيقة أن الاستحواذ على الثروة النفطية واستخدام الولاءات القبلية كان لا يزال موجودا ولكنه تحت الرماد".

وأشار الكاتب البريطاني أيضا إلى أن القذافي أحاط نفسه بأبناء عشيرته "القذاذفة" وحرص على توليهم المراكز القيادية في الوحدات العسكرية الرفيعة التدريب والتسليح ، وبالنظر إلى أن قبيلته كانت في وضع عدم تكافؤ عددي مع القبائل الأخرى مثل قبيلة الورفلة التي يبلغ تعدادها حوالي مليون شخص من أصل سكان ليبيا البالغ عددهم ستة ملايين نسمة ، فقد أتقن القذافي فنون رشوة القبائل من جهة وإقحامها في حالة صراع دائم من ناحية أخرى.

ولم يقف الأمر عند ما سبق ، حيث حرص القذافي أيضا - وفقا للكاتب - على إضعاف الجيش وحصر الرتب العسكرية بما دون عقيد ودس المرتزقة الأفارقة في صفوفه ، مشيرا إلى أنه هناك اعتقادا واسعا بأنه استخدم طيارين صربيين في إنهاء انتفاضة إسلامية في تسعينيات القرن الماضي.
